Flag questions that require evidence the program cannot reach. 3. **Decision linkage.** Confirm that each question is explicitly tied to a decision, adaptation, or audience, so that answering it changes what the program does next. 4. **Scope and prioritization.** Assess whether the set is right-sized for the program (not 30 questions, not 1) and whether priority questions are distinguished from secondary ones. 5. **Operationalization.** Verify that responsibilities, timing, and synthesis methods are specified per question, so that learning actually happens rather than sitting as a wish list. **Output Format:** Produce: 1. A 1-paragraph overall assessment. 2. A scored review table by dimension (strategic relevance, answerability, decision linkage, scope, operationalization), with score, evidence, and recommended action. 3. A prioritized revision list (must-fix vs. should-fix). 4. A short note on whether the learning agenda is ready for sign-off or requires another revision.
