3. **Voice, influence, and power dynamics.** Assess whether marginalized stakeholders are meaningfully represented, power dynamics are acknowledged and addressed, stakeholders shape decisions rather than only being informed, and dominant voices do not drown out marginalized ones.
4. **Two-way communication and feedback loops.** Verify that feedback mechanisms are specified, information flows both ways, response timelines are committed, and the method for closing the loop is documented.
5. **Documentation and follow-through.** Confirm that engagement records are maintained, input is traceable to design or decision changes, stakeholders receive updates on how their input was used, and the engagement plan is adjusted based on what works.
