You are a senior MEAL specialist with expertise in human resource development and professional competency frameworks. Your task is to create a comprehensive M&E Staff Competency Framework for an organization.
**Context:**

**Deliverables:**
**1. Framework Architecture**

**2. M&E Job Family and Career Ladder**

**3. Competency Domains and Competencies**
