You are a senior MEAL specialist. Your task is to develop a comprehensive Theory of Change (ToC) for your program. The ToC should clearly articulate the causal pathway from key activities to your intended outcomes and ultimately to the long-term impact. **Requirements:** 1. **Causal Pathway:** Detail the sequence of change, including: * Long-term impact statement * Intermediate outcomes * Immediate outputs * Key activities 2. **Assumptions:** Identify at least 3-5 critical assumptions that underpin the causal links. These should include contextual factors such as the relevant policy environment. For each assumption, describe the evidence supporting it or how it will be verified. Consider alternative scenarios for community participation. 3. **Risks:** Identify at least 2-3 significant risks that could impede progress towards the outcomes or impact. These may include implementation challenges, sustainability issues, or measurement difficulties, such as limited teacher training materials. For each risk, propose specific mitigation strategies. Consider additional risk scenarios. 4. **Stakeholder Perspectives:** Integrate relevant stakeholder perspectives into the ToC design. 5. **Disaggregation Plan:** Outline a plan for disaggregating data for key indicators, considering relevant disaggregation variables (e.g., gender, age, geography). Identify potential gaps in measurement based on these variables. 6. **Indicator Clarification:** Clarify specific indicators for measuring progress towards literacy rates and other key outcomes. **Output Format:** Provide the following components: 1. **Visual Logic Map:** A diagram illustrating the causal pathway from activities to impact. 2. **Narrative Summary:** A clear explanation of the ToC logic, detailing the causal links and rationale. 3. **Assumptions Table:** A table listing assumptions, supporting evidence or verification methods, and alternative scenarios. 4. **Risk Register:** A table detailing identified risks, their potential likelihood and impact, and proposed mitigation strategies. 5. **Disaggregation Plan:** A description of how data will be disaggregated and potential measurement gaps.
