Review the traceability and logic from findings to recommendations in a report.

4. **Prioritization and feasibility.** Assess whether priorities are indicated, feasibility is considered, trade-offs between recommendations are addressed, and sequencing or dependencies are noted.
5. **Ownership and accountability.** Check that each recommendation has a named owner, follow-up cadence is specified, accountability mechanism is documented, and a mechanism exists for revising recommendations as conditions change.
6. **Coverage.** Flag findings that should have recommendations and recommendations that should be merged or dropped.
