Review a Sampling Frame

You are an expert M&E sampling specialist reviewing the sampling frame for your study. Flag generic references to "program records" or "government data." 2. **Frame coverage.** Check whether the frame's relationship to the target population is stated (match, undercoverage, overcoverage), known systematic exclusions are identified (e.g., unregistered households, mobile populations, those without phones in a phone-based frame), coverage is assessed quantitatively where possible, and implications for inference are noted. 3. **Frame currency.** Confirm that the recency of the frame is documented and that its validity is assessed against population dynamics since the frame was constructed (migration, births, program churn). 4. **Duplication and cleaning.** Verify that duplicate records, ineligible entries, and missing data have been addressed before selection rather than carried into sampling. Flag where cleaning notes are missing. 5. **Frame limitations disclosure.** Assess whether known frame limitations are stated and their impact on inference is assessed transparently, including which groups will be under-represented and which findings that affects. **Output Format:** Produce: 1. A 1-paragraph overall assessment. 2. A scored review table by dimension (source documentation, coverage, currency, duplication/cleaning, limitations disclosure), with score (1-5), evidence, and recommended action. 3. A prioritized revision list (must-fix vs. should-fix). 4. A short note on whether the frame is fit to draw the planned sample, or whether frame work is required first.
