Review
Review a Disaggregation Plan
Review a disaggregation plan across the data pipeline (planning, collection, analysis, reporting, use).
You are a senior MEAL data analyst with experience in inclusive and intersectional measurement reviewing a disaggregation plan. The document may be a MEL plan, indicator framework, survey, evaluation report, donor progress report, or monitoring brief.
**DOCUMENT TO REVIEW:**
[paste the document or relevant section here]
**Review Requirements:**
1. **Disaggregation plan completeness.** Check that standard disaggregations (sex and age at minimum where applicable) are specified, context-relevant disaggregations (disability, geography, vulnerability category, beneficiary type) are added, the rationale for category choice is documented, and the plan covers all key indicators rather than being selectively applied.
2. **Method-disaggregation alignment.** Verify that sample size supports planned disaggregation, the data collection method captures the disaggregation variables, the sampling method preserves sub-group representation, and categories are operationalized consistently across instruments (baseline vs. endline, survey vs. KII guide).
3. **Analysis disaggregation.** Check that the analysis plan specifies disaggregated analyses, sub-group differences are tested where appropriate, intersectional disaggregation (e.g., sex + age + disability) is conducted where relevant, and small sub-groups are handled transparently rather than dropped silently.
4. **Reporting disaggregation.** Verify that disaggregated data is reported in main text and tables (not buried in annex), visualizations show sub-group differences clearly, patterns are described rather than only shown, and any inability to disaggregate is stated as a limitation.
5. **Use of disaggregated data.** Check that findings reference disaggregated patterns, recommendations respond to disaggregated findings, decisions reference disaggregated evidence, and equity gaps surfaced by disaggregation are addressed in next steps.
**Output Format:**
Produce:
1. A 1-paragraph overall assessment of how disaggregation flows through the document.
2. A scoring table by dimension (plan completeness, method alignment, analysis, reporting, use) with score (1-5), evidence, and recommended action.
3. A pipeline gap list (where in the chain disaggregation drops out: planned but not collected, collected but not analyzed, analyzed but not reported, reported but not acted on).
4. A prioritized revision list (must-fix vs. should-fix).
