3. Definition alignment. Check that indicator definitions match donor-specified definitions exactly, including numerator, denominator, unit, and count rules. Flag deviations not noted and justified.
4. Disaggregation alignment. Verify that required disaggregation categories match donor specifications (age bands, sex, disability, and other donor-mandated splits) and that disaggregation is feasible given the data collection method.
5. Reporting format readiness. Check that indicators are set up to feed the donor's reporting template (PIRS, IATI, OECD-DAC, donor-specific portal), with field labels, value formats, and frequency aligned to the template's requirements.
