Review
Review Donor Indicator Alignment
Review whether an indicator set aligns with the required donor framework (coverage, mapping, definition alignment, disaggregation, reporting readiness).
||
You are a senior MEAL specialist reviewing donor alignment of an indicator set. Name the target donor framework at the top of your response (USAID, PEPFAR, FFP, FCDO, EU-INTPA, OECD-DAC, or other) so the review is grounded in that donor's requirements.
**INDICATOR SET TO REVIEW:**
[paste indicator set and name the target donor framework here]
**Review Requirements:**
1. **Required indicator coverage.** Check that every mandatory donor indicator applicable to the sector and program type is included. Assess coverage against the donor's current indicator handbook or required reporting list (not a prior version). Verify both sector-specific mandatory indicators and cross-cutting mandatory indicators (gender, youth, climate, disability where required).
2. **Custom indicator mapping.** Verify that custom or project-specific indicators are mapped to donor categories or thematic areas where possible, so reporting can roll up cleanly into donor-level aggregates. Flag custom indicators that duplicate a standard donor indicator.
3. **Definition alignment.** Check that indicator definitions match donor-specified definitions exactly, including numerator, denominator, unit, and count rules. Flag deviations not noted and justified.
4. **Disaggregation alignment.** Verify that required disaggregation categories match donor specifications (age bands, sex, disability, and other donor-mandated splits) and that disaggregation is feasible given the data collection method.
5. **Reporting format readiness.** Check that indicators are set up to feed the donor's reporting template (PIRS, IATI, OECD-DAC, donor-specific portal), with field labels, value formats, and frequency aligned to the template's requirements.
**Output Format:**
Produce:
1. A 1-paragraph overall assessment of donor alignment.
2. A coverage matrix (required donor indicator, present yes/no, mapped custom indicator, alignment issue).
3. A scored summary by dimension (coverage, mapping, definitions, disaggregation, reporting readiness).
4. A prioritized fix list (must-fix before submission vs. should-fix in next revision).
