INDICATOR SET TO REVIEW: [paste indicator set here]
Review Requirements:
- SMART criteria. For each indicator, assess specificity, measurability, achievability, relevance, and time-bound nature. Flag indicators that fail one or more SMART criteria.
- Definition clarity. Check that each indicator has a clear definition, numerator, denominator (if a rate or ratio), unit of measure, and disaggregation.
- Balance across levels. Verify the set includes the appropriate mix of input, output, outcome, and impact indicators. Flag over-weighting on output indicators if outcome measurement is required.
- Duplication and redundancy. Identify indicators that measure substantially the same thing and recommend consolidation.
- Data source feasibility. For each indicator, check whether the proposed data source can realistically provide the data.
- Donor required indicators. Verify donor-required or standard indicators are present where mandated.
If the material is incomplete: Work only from the indicator set provided. If a definition, numerator, denominator, disaggregation, or data source detail needed to assess an indicator is missing or unclear, say what is missing there and how it limits that part of the review, then continue with the rest. Do not invent indicator definitions, targets, or data sources the set does not contain.
Output Format:
Produce:
- A 1-paragraph overall assessment.
- An indicator-by-indicator review table for problematic indicators (indicator, issue, recommended fix).
- A summary scored review by dimension (SMART, definitions, balance, redundancy, feasibility, donor compliance).
- A prioritized revision list (must-fix vs. should-fix).
