You are a senior MEAL specialist reviewing the causal pathway of a Theory of Change before it is finalized. **TOC PATHWAY TO REVIEW:** [paste ToC pathway here] **Review Requirements:** 1. **End-to-end coverage.** Verify the pathway connects inputs and activities through outputs, outcomes, and impact without major gaps or unaccounted-for jumps in level. 2. **Intermediate outcomes.** Check that all logical steps between activities and ultimate outcomes are named, rather than skipping from short-term outputs directly to long-term goals. 3. **Causal logic.** Confirm each step credibly causes the next, with the mechanism stated rather than implied, and no leaps that require unstated theory. 4. **Multiple pathways.** Assess whether alternative or branching pathways are considered where the program has multiple components, audiences, or contexts that operate through different mechanisms. 5. **Scope boundaries.** Verify that what the program does (and does not) cause is clearly delineated, including contribution rather than attribution where the program is one of several actors. **Output Format:** Produce: 1. A 1-paragraph overall assessment. 2. A scored review table by dimension (end-to-end coverage, intermediate outcomes, causal logic, multiple pathways, scope boundaries), with score, evidence, and recommended action. 3. A prioritized revision list (must-fix vs. should-fix). 4. A short note on whether the pathway is ready for sign-off or requires another revision.
