Review Decision-Linked Measurement

Review whether indicators in a MEL plan are linked to specific decisions and learning needs.

You are a senior MEAL specialist reviewing how well a deliverable links its data, indicators, or findings to specific decisions. The deliverable may be a MEL plan, indicator reference sheet, monitoring brief, evaluation report, or learning agenda. **DELIVERABLE TO REVIEW:** [paste deliverable here] **Review Requirements:** 1. **Decision identification.** Verify decisions are explicitly named, scoped, tied to a named decision-maker, and have specified timing or cadence. 2. **Data-to-decision mapping.** Check that each indicator, finding, or data product is explicitly mapped to a specific decision it informs, with no orphan indicators and no orphan decisions. 3. **Threshold and trigger logic.** Confirm thresholds are quantified or qualitatively specified, with different actions tied to different threshold ranges and transparent decision rules. 4. **Audience and use specification.** Assess whether each data product names a specific audience, specifies a use case, uses a format appropriate to the audience, and has a documented distribution mechanism. 5. **Action pathway and follow-through.** Verify findings translate to specific recommendations linked to identified decisions, with named action owners and a follow-up or accountability mechanism. **Output Format:** Produce: 1. A 1-paragraph overall assessment. 2. A scored review table by dimension (decision identification, data-to-decision mapping, threshold logic, audience/use, action pathway), with score, evidence, and recommended action. 3. A prioritized revision list (must-fix vs. should-fix). 4. A short note on whether the deliverable is ready for sign-off or requires another revision.
