Output indicators count what the program delivers. They sit between activities (what is being done) and outcomes (what is changing as a result). They are the most common indicator type in development M&E and the type donor reviewers expect to see first.
What Output Indicators Measure
Output indicators measure tangible deliverables with a countable unit. Typical examples:
- Number of training sessions held
- Number of people reached with services
- Volume of materials (textbooks, hygiene kits, seeds) distributed
- Kilometres of road built, wells drilled, latrines constructed
- Number of health consultations delivered
The defining feature is production, not effect. An output asks "what did the program put into the world?" It does not ask whether that deliverable changed anything. A training held is an output. A trainee who applies what they learned is an outcome.
Design Rules
Four rules separate a usable output indicator from a noisy one.

Count with a precise unit. "People reached" is not a unit. "Unique women aged 15-49 who received at least one antenatal care consultation during the reporting period" is a unit. Be explicit about what counts.

Specify disaggregation. Output data is cheap to disaggregate at collection and expensive to reconstruct later. Define splits upfront: by sex, age band, location, service type. Disaggregation converts a raw count into something programmatically useful.

Document the counting rule. Unique individuals or events? Cumulative or reset each reporting period? Does a repeat visit count once or twice? Write the rule into the indicator reference sheet. Ambiguity here is the single largest source of reporting inconsistency across partners.

Pair with a fidelity qualifier when it matters. "Trainings held" says nothing about whether the curriculum was delivered as designed. When fidelity matters, pair the count with a quality qualifier, or track completion alongside attendance.
Output vs Outcome vs Impact
Three levels, one frequent confusion.
- Output: what was delivered. "Number of teachers trained in formative assessment."
- Outcome: what changed in participants. "Percentage of trained teachers using formative assessment in classroom observations six months post-training."
- Impact: wider, longer-term change. "Learning gains among students taught by trained teachers at end of academic year."
Getting the level wrong, usually by labeling an output as an outcome, is one of the most common MEL plan errors. "Number of women reached with a gender-based violence awareness session" is an output regardless of how important the topic is. Importance does not promote an indicator up the results chain.
Proposal Context
Output indicators dominate most donor-standard indicator libraries (USAID Foreign Assistance, PEPFAR MER, UN cluster indicators). They are easy to measure, comparable across programs, and attract minimal reviewer objection. That safety creates the common proposal pitfall: loading the MEL plan with outputs at the expense of outcomes, producing a plan that shows what the program will do but not whether it works. A typical well-constructed plan runs 40-60% output indicators (activity and deliverable level), the rest outcomes and impact. Naming outputs precisely (exact unit, exact population, exact count rule) signals MEL discipline that donor reviewers reward, even when the indicator itself is routine.
Common Mistakes
Counting without a precise unit. "People reached" with no reach definition, no disaggregation, and no counting rule produces numbers that cannot be compared across partners or reporting periods. Define the unit before the first data point is collected.
Confusing outputs with outcomes in reporting. Reporting "500 women trained" under an outcome statement like "women economically empowered" conflates the two levels. The training is the output. Empowerment requires a separate outcome indicator measuring behavior, income, or assets.
