Outcome Harvesting

A retrospective evaluation approach that identifies, verifies, and analyses outcomes that have occurred, then determines whether and how the program contributed to them.

When to Use

Outcome harvesting is the right approach when you need to capture what has actually happened - not just what you planned to happen. Use it when:

  • Outcomes are unpredictable: your program operates in a complex, dynamic context where you cannot reliably predict all the changes that will occur
  • You need to demonstrate contribution: attribution is impossible (multiple actors influencing the same change), but you need to show how your program helped
  • Stakeholders should define success: you want program participants and boundary partners to identify what matters, rather than imposing external indicators
  • You're mid- or post-implementation: the program has been running long enough for outcomes to emerge and be documented
  • You need credible evidence: you require verified, triangulated outcomes rather than self-reported changes or assumptions

Outcome harvesting is less useful when you need to track progress against pre-defined targets in real-time (use monitoring for that), when you're at the design stage before any outcomes have occurred, or when you need to establish causal attribution through experimental or quasi-experimental designs.

How It Works

Outcome harvesting follows a six-step iterative process. Each step builds on the previous one, and the cycle can be repeated throughout a program's life.

  1. Design the harvest. Before collecting any data, identify who will use the harvest findings and what questions they need answered. This ensures the harvest is useful, not just academically interesting. Define the scope: which time period, which program components, which boundary partners (individuals or groups the program seeks to influence).

  2. Formulate useful questions. Work with harvest users to develop specific questions that will guide data collection. Examples: "What outcomes occurred in the last 12 months?" "Which outcomes were most significant?" "How did the program contribute to each outcome?" These questions determine what information you collect and how you analyze it.

  3. Scan for outcomes. Systematically search for evidence of changes in boundary partners. Look across multiple sources: program documents, evaluation reports, press releases, stakeholder interviews, social media, and direct observation. An outcome is any change in behavior, relationships, actions, policies, or practices of boundary partners. Document each potential outcome with as much detail as possible.

  4. Verify the outcomes. For each documented outcome, obtain independent verification. This is the critical quality step that distinguishes outcome harvesting from simple outcome collection. Communicate directly with the change agent (the person or group that produced the outcome) to review the outcome description. Obtain views from one or more independent people knowledgeable about the outcome. Confirm the outcome actually occurred and gather evidence supporting the claim.

  5. Analyze and interpret. For verified outcomes, determine whether and how the program contributed. Use contribution tracing: map the program's activities to the outcome, identify other contributing factors, assess the program's relative importance compared to those factors. Analyze patterns across outcomes: which types of outcomes are most common, which boundary partners are most responsive, what contextual factors enable or constrain outcomes.

  6. Support use of findings. Present the harvest results to stakeholders in formats that support decision-making. Propose discussion points grounded in the evidence. Facilitate reflection on what the outcomes mean for program strategy, resource allocation, and future design. The harvest is not complete until the findings are actually used for learning or adaptation.

  • Clear scope definition: explicit boundaries for what is included (time period, program components, boundary partners) and what is excluded
  • Stakeholder engagement: harvest users identified and engaged from the start to ensure the findings will be useful
  • Outcome descriptions: detailed narratives for each outcome including: what changed, who changed, when it occurred, evidence of the change, and program contribution
  • Verification process: systematic triangulation through direct communication with change agents and independent sources
  • Contribution analysis: structured assessment of how the program contributed to each outcome, acknowledging other contributing factors
  • Pattern analysis: synthesis across outcomes to identify trends, common themes, and strategic implications
  • Actionable recommendations: findings presented in ways that support program learning and adaptation
  • Evidence documentation: all claims supported by verifiable evidence, with sources clearly documented

Best Practices

Start with the end in mind. Identify harvest users and their information needs before collecting a single piece of data. A harvest that doesn't answer questions stakeholders care about is an academic exercise, not a learning tool. Engage program managers, donors, and beneficiaries in defining what useful findings look like.

Formulate useful questions upfront. Develop specific, actionable questions that will guide the harvest. Good questions are specific enough to focus data collection but open enough to capture unexpected outcomes. Examples include: "What significant outcomes occurred in the past year?" "Which outcomes were most valuable to beneficiaries?" "How did the program contribute to policy changes?"

Engage change agents directly. Harvesters must communicate directly with the people who produced each outcome to review outcome descriptions. This dialogue ensures accuracy, captures nuances that documents miss, and builds ownership of the findings. The change agent is the primary source of truth about what they did and why.

Triangulate every outcome. Never rely on a single source of evidence. Obtain independent verification from one or more people knowledgeable about the outcome. Cross-check outcome descriptions against program documents, third-party reports, and observable evidence. Verification is what makes outcome harvesting credible.

Document the harvest process. Keep clear records of how each outcome was identified, verified, and analyzed. This documentation supports the credibility of findings and enables others to understand the basis for conclusions. It also creates a knowledge asset for future harvests.

Focus on program contribution, not attribution. Be explicit about the program's role in producing each outcome while acknowledging other contributing factors. Use contribution tracing to show the logical connection between program activities and observed changes. Avoid over-claiming credit for outcomes where the program was one of many influences.

Support actual use of findings. Don't just produce a report and file it. Propose discussion points grounded in the evidence. Facilitate reflection sessions with stakeholders. Connect findings to program decisions about strategy, resources, or design. A harvest that isn't used isn't creating value.

Common Mistakes

Collecting outcomes without verification. The most common failure is treating outcome harvesting as simple outcome collection. Without systematic verification through triangulation and direct engagement with change agents, you cannot distinguish claimed outcomes from actual outcomes. This undermines the entire credibility of the harvest.

Starting without clear purpose. Launching a harvest without identifying users or useful questions leads to data collection that is unfocused and findings that stakeholders don't find useful. The harvest becomes an academic exercise rather than a learning tool.

Confusing outcomes with activities. An outcome is a change in behavior, relationships, policies, or practices of boundary partners. Documenting program activities (e.g., "held 10 training sessions") is not outcome harvesting. The focus must be on what changed as a result, not what the program did.

Over-claiming contribution. Asserting that the program caused an outcome without evidence of the program's role, or without acknowledging other contributing factors, undermines credibility. Be precise about the program's contribution while acknowledging the complexity of real-world change.

Ignoring negative or unintended outcomes. Focusing only on positive outcomes creates a biased picture. Unintended negative outcomes are often as valuable for learning as positive ones. A complete harvest documents all significant outcomes, regardless of direction.

Not closing the loop on findings. Producing a harvest report and filing it without facilitating discussion or action wastes the investment. The harvest must connect to program learning and adaptation to create value.

Governance Program - West Africa

A democracy and governance program in Sierra Leone initially designed a linear theory of change assuming trained civil society organizations would influence policy through formal advocacy channels. After 18 months, the program conducted an outcome harvest to capture what had actually occurred. The harvest revealed an emergent pathway: trained CSOs were influencing local government through informal relationships and personal networks rather than formal advocacy. This unplanned outcome was significant but invisible to the original design.
