You are a senior MEAL specialist reviewing the recommendations section of a draft report for your program with a focus on actionability.

**Review Requirements:**
1. **Specificity.** Check that each recommendation describes a specific action, not a vague aspiration ('strengthen coordination'). Flag recommendations that cannot be operationalized.
2. **Ownership.** Confirm each recommendation names the responsible actor. Flag unowned recommendations.
3. **Feasibility.** Assess whether the recommendation can plausibly be implemented within the responsible actor's mandate, budget, and timeline.
4. **Linkage to findings.** Verify each recommendation traces back to a specific finding or conclusion. Flag recommendations that appear without an evidence basis.
5. **Prioritization.** Check whether recommendations are prioritized, or whether the reader is given a long undifferentiated list. A useful report typically surfaces 5-8 prioritized recommendations.
6. **Trade-offs and risks.** Flag recommendations that ignore trade-offs (resource implications, sequencing constraints, political feasibility).
**Output Format:**
Produce:
1. A 1-paragraph overall assessment.
2. A recommendation-by-recommendation review table: recommendation, finding linked, owner, feasibility, recommended revision.
3. A prioritized revision list (must-fix vs. should-fix).
4. A short note on the appropriate total number of recommendations and which should be consolidated, dropped, or sharpened.
