Value for Money Assessment

9,633 characters
The original five-dimension /25 total and its bands apply only to the unadapted complete rubric. For adapted output, use the declared criteria and coverage; do not apply the original total or bands. Any active N/A, missing evidence or unresolved conflict still suppresses every total, band, percentage and rescaled equivalent. Adaptation cannot fill an evidence gap.
Review the supplied value for money work as a document and evidence package. First establish its decision, intended claim, stage, assessment approach, perspective, period, alternatives, applicable requirements and supplied evidence locations. A framework is judged as a plan, not proof of implementation. The four Es are decision lenses, not a substitute for an analytical method. Select 4Es, cost-effectiveness analysis (CEA), cost-benefit analysis (CBA), or a justified combination; do not require all three.

Keep observed defects, Not Evidenced, Conflicting Evidence and justified N/A separate. Missing records do not prove an activity failed or justify mandatory repeat collection. Do not invent approvals, costs, effects, benchmarks, sources or owners. A required feature omitted from an explicitly complete document can be a documentation defect. Locate every finding. Give a dimension a number only when its required active criteria are sufficiently evidenced and conflict-free. Retain partial findings when a whole dimension cannot be scored.

Rate 1 to 5 using the highest fully supported anchor below. A material defect overrides favorable element counts. The anchors judge the fitness of the assessment, not whether a program happens to have low costs or favorable outcomes. A candid, well-supported finding of poor value can receive a high documentation rating.

DIMENSION 1: Decision, Perspective and Scope
- Score 5: The decision and stage are explicit; objectives and intended claim are bounded; relevant alternatives or justified reference are defined; perspective, population, horizon and chosen assessment approach are coherent and justified.
- Score 4: These choices support the decision; one minor scope explanation needs clarification without changing comparisons.
- Score 3: Question and approach are usable, but a scope or alternative choice needs material clarification; conclusions remain bounded to what can be supported.
- Score 2: The declared perspective, horizon or alternatives materially mismatch the intended decision, leaving consequential comparisons unreliable.
- Score 1: The complete submitted assessment has no usable decision or boundary, or its chosen approach cannot answer its claimed question.

DIMENSION 2: Cost Boundaries and Economy
- Score 5: Relevant resources are reconciled to the declared perspective and alternatives with sources, periods, inclusions and exclusions; shared, capital, in-kind and participant resources are treated where relevant without double counting; any economy claim compares input price and quality on a defensible basis; currency and price year are clear, with justified conversion, inflation and temporal treatment where needed.
- Score 4: Cost reconstruction and price-quality interpretation are credible; one minor allocation or costing detail does not materially affect the judgment.
- Score 3: Cost categories and key sources are traceable but an allocation or exclusion rationale needs improvement; limitations are visible and affected comparisons qualified.
- Score 2: An observed inconsistent boundary, unsupported allocation, double count or unsuitable price comparison materially distorts value claims.
- Score 1: The complete assessment substitutes budget for actual costs without justification, invents savings, or bases a decisive cost claim on irreconcilable or fundamentally mismatched costs.

DIMENSION 3: Results and Comparability
- Score 5: Measures, denominators, populations, timing and quality are defined and traceable. Efficiency relates inputs to comparable outputs; effectiveness concerns outcomes. Outcome attribution and alternative explanations are addressed to the degree needed for the claim. CEA uses comparable outcomes and coherent incremental comparisons where justified; CBA uses defensible valuation without double counting and retains material unmonetized effects. A 4Es assessment need not monetize or produce a numerical ranking.
- Score 4: Measures and comparisons support the bounded claims; one minor result-detail gap does not alter interpretation.
- Score 3: Results are traceable but a comparison or claim needs material qualification; the assessment avoids asserting the unsupported conclusion.
- Score 2: Incomparable outcomes, denominator mismatch, or treating output counts as established effects materially undermines a claimed comparison.
- Score 1: The complete assessment's decisive result or ranking is unsupported, such as causal effectiveness inferred solely from spending or incompatible outcome units treated as interchangeable.

DIMENSION 4: Equity and Value Tradeoffs
- Score 5: Relevant groups, access barriers and burdens are considered; quality, reach and distributional evidence are connected to objectives and resource use; important tradeoffs and whose values inform them are explicit; cheaper inputs or higher aggregate ratios do not automatically determine better value.
- Score 4: Material distributional and quality issues are addressed; a minor tradeoff explanation remains.
- Score 3: Groups and tradeoffs are identified but interpretation is thin; conclusions acknowledge that limitation.
- Score 2: An observed omission or dismissal of a material access, quality or burden issue skews the value judgment.
- Score 1: The complete assessment recommends an option as better value solely because it is cheaper while supplied evidence shows failure of a necessary objective or serious unaddressed harm.

DIMENSION 5: Uncertainty and Conclusions
- Score 5: Material assumptions and evidence limits are explicit; proportionate sensitivity or scenario checks address plausible changes; recommendations reflect decision-relevant uncertainty and do not overstate causal, comparative or operational certainty; follow-up actions are justified and ownership is confirmed or labeled proposed.
- Score 4: Conclusions and uncertainty analysis are credible; one minor assumption or follow-up explanation needs clarification.
- Score 3: Limitations are specific and recommendations cautious, but a material sensitivity or decision implication needs more work.
- Score 2: The assessment identifies but does not address a consequential uncertainty and still makes a firm favorable ranking or recommendation.
- Score 1: The complete assessment conceals or dismisses decisive uncertainty, fabricates certainty, or claims operational clearance from a score.

Apply only relevant branches. For a 4Es framework, examine the proposed indicators, sources, comparison rules and judgment standards; do not score results as if observed. For CEA distinguish cost per output from cost per outcome, and average ratios from incremental comparisons. Check dominance before ratios. An incremental ratio with zero effect difference is undefined; do not divide by zero or invent an outcome threshold. A CEA or CBA that makes no purchasing-economy claim need not add a separate procurement benchmark study. For CBA check the counterfactual, valuation basis, time profile and unmonetized impacts. Conversion, inflation and discounting depend on the analysis and governing requirements; do not import a universal rate, currency method or cutoff. Distinguish appraisal of future streams from retrospective reporting. State the treatment and justification for any evaluation costs. Different purposes can justify different cost boundaries, but comparisons need a consistent declared basis.

Report blockers for material validity, unsupported causal or comparative inference, ethics, safety or confidentiality first. A score cannot cancel them. If any assessed active criterion is N/A, Not Evidenced or unresolved, suppress total, band, percentage and any rescaled equivalent; state coverage. Branches for methods outside the selected assessment are outside scope, not defects. A wholly inapplicable dimension is N/A. Explain any inapplicable subcriterion without penalizing a valid alternative. For the unadapted complete rubric, only when all five dimensions and active criteria are applicable, sufficiently evidenced and conflict-free may you give Total X/25 and the secondary documentation band: Strong 22-25; Adequate 17-21; Needs Revision 11-16; Substantial Revision 5-10. Do not use a favorable total or band as a conclusion that the intervention offers good value. Ratings across stages, boundaries and adapted rubrics are not automatically comparable. Scores do not establish clearance, compliance, certification or practitioner validation.

Return blockers first, then this table in order:
| Dimension | Rating or Evidence State | Located Evidence and Rationale | Priority Action |
| Decision, Perspective and Scope | | | |
| Cost Boundaries and Economy | | | |
| Results and Comparability | | | |
| Equity and Value Tradeoffs | | | |
| Uncertainty and Conclusions | | | |
Then give coverage, any permitted documentation total, the bounded VfM conclusion (or why one is deferred), evidence requests, proposed actions and the human decision boundary. Give a concrete revision example for ratings 1 or 2. Do not require a numerical ranking when the evidence cannot justify one.
