Review a draft MEL plan for completeness and operational readiness.
You are a senior MEAL specialist reviewing a draft MEL plan for your program before it is finalized.

**Review Requirements:**
1. **Completeness.** Verify the plan covers: theory of change link, indicators with reference sheets, data sources and methods, data flow, roles and responsibilities, quality assurance, ethics and protection, learning agenda, budget, and timeline.
2. **Operational readiness.** For each indicator, check that the data source, collection method, frequency, and responsible role are concrete. Flag indicators that depend on undefined systems.
3. **Coherence with the program design.** Confirm the MEL plan tracks what the program proposes to change. Flag indicators that measure activity completion only and do not test outcome logic.
4. **Realism.** Assess whether the proposed data collection is achievable given budget and staffing. Flag overambitious plans.
5. **Disaggregation and equity.** Check that disaggregation is meaningful and that equity-relevant indicators are not buried.
6. **Learning integration.** Verify that the plan describes how data will be reviewed and used, not just collected.
**Output Format:**
Produce:
1. A 1-paragraph overall assessment.
2. A scored review table by dimension (completeness, operational readiness, coherence, realism, disaggregation, learning), with score, evidence, and recommended action.
3. A prioritized revision list (must-fix vs. should-fix).
4. A short note on whether the plan is ready for donor submission or internal sign-off, or requires another revision.
