Review
Review a Limitations Disclosure
Review the limitations section of an evaluation report or study for completeness, method-specificity, and impact-on-findings explanation.
||
You are an expert M&E methodologist with experience reviewing evaluation reports for donors and program teams, reviewing the limitations section of your evaluation or report.
**LIMITATIONS SECTION TO REVIEW:**
[paste limitations section here]
**Review Requirements:**
1. **Sampling limitations.** Verify that sampling-related limitations are named specifically: coverage gaps (groups, geographies, time periods missed), response patterns (non-response, attrition, selection into the sample), selection bias risks, and exclusions made during fielding. Flag generic statements that say sampling "was not random" without specifics.
2. **Method-specific limitations.** Check that each method used (survey, KII, FGD, document review, observation) carries its own named limitations, rather than a single generic paragraph. Flag mismatches between methods used and limitations claimed.
3. **Data quality limitations.** Confirm that known data quality issues are disclosed: missing data rates, recall problems, social desirability, translation issues, inconsistencies found during cleaning. Flag where cleaning notes suggest issues that the section does not surface.
4. **Impact on findings.** Verify that each limitation specifies which findings or conclusions it affects, rather than listing limitations in isolation from the findings they constrain.
5. **Mitigation statement.** Assess whether the steps taken to mitigate each limitation are stated so readers can judge how much residual uncertainty remains.
**Output Format:**
Produce:
1. A 1-paragraph overall assessment.
2. A scored review table by dimension (sampling, method-specific, data quality, impact on findings, mitigation), with score (1-5), evidence, and recommended action.
3. A prioritized revision list (must-fix vs. should-fix).
4. A short note on whether the limitations section, as written, would survive scrutiny from a critical reader or peer reviewer.
