Build the Results Framework

Start by structuring the program logic into a clear results framework. This is the backbone of the MEL plan and the reference point for every subsequent step.

You are a senior MEAL specialist. Based on the program brief above, build a comprehensive results framework for the program.

Produce the following components:

1. **Results chain**: A clear multi-level logic from inputs to activities, outputs, intermediate outcomes, and long-term impact. Present as a structured outline showing causal logic at each transition (the "because" link from one level to the next).

2. **Indicator set**: For each level, propose SMART indicators with both quantitative and qualitative measures where appropriate. Limit to 1 impact indicator, 1-2 per outcome, and 1 per output. Include a mix of standard donor indicators (aligned with USAID, FCDO, EU, or the donor named in the brief) and custom indicators where sector benchmarks exist.

3. **Assumptions and risks**: Identify 3-5 critical assumptions underpinning the causal logic and 3-5 significant risks with likelihood (high/medium/low), potential impact, and a concrete mitigation strategy for each.

4. **Disaggregation plan**: Specify which variables each indicator should be disaggregated by (gender, age group, geographic unit, disability status, poverty quintile, or others relevant to the program's equity objectives). Justify each choice.

5. **Stakeholder and alignment note**: Briefly note how the framework aligns with relevant frameworks (SDGs, national M&E systems, donor results frameworks) and which stakeholder groups should review or approve it.

Output format: Present as five clearly-labeled sections in the order above. For the indicator set, present each indicator as its own sub-section under the relevant level (Goal / Outcome 1 / Output 1.1 etc.). For risks, present each risk as its own sub-section. Write results statements in the active-change voice ("Increased...", "Improved...", "Strengthened...").
