When to Use
Knowledge management becomes a priority when organizations observe: evaluation findings repeated across years without improvement, new program staff unaware of past lessons, high-performing practices in one program unknown to colleagues in another, or donors requesting evidence of cross-program learning. It is the organisational infrastructure that transforms individual M&E data collection into collective intelligence.
How It Works
Step 1: Define what knowledge needs to be managed
Not all information is worth managing. Focus on knowledge that is non-obvious, transferable, and decision-relevant: what worked and why, what did not work and why, context factors that changed outcomes, and innovations worth replicating.
Step 2: Create capture mechanisms
Build structured processes for capturing lessons from evaluations and implementation:
- After-action reviews at program close
- Quarterly reflection sessions during implementation
- Evaluation dissemination events with lesson documentation
- Lessons learned sections in all evaluation reports with standardised format
Step 3: Organize for retrieval
A knowledge system that captures but cannot be searched has no value. At minimum, create a searchable shared drive with consistent naming and tagging. More mature organizations invest in knowledge management platforms (e.g., SharePoint, Notion, or purpose-built KM systems) with tag-based retrieval by sector, country, program type, and theme.
Step 4: Connect knowledge to decision points
Knowledge management only works if information is available when decisions are being made. Identify your organization's key decision points (new program design, mid-term review, proposal development) and create check-in processes that prompt staff to search the knowledge base before proceeding.
Step 5: Create incentives for contribution
Staff will not document lessons if it feels like additional work without benefit. Create structures that make contribution a norm: requiring lessons in evaluation reports, recognizing good documentation, and using lessons in team learning sessions.

- Lessons database: a searchable repository of lessons learned, tagged by theme, country, sector, and program type
- Capture protocols: standardised formats for documenting lessons (what happened, why, what would be done differently, who should know)
- Retrieval process: how staff search for and access relevant knowledge at decision points
- Contribution incentives: norms, expectations, and recognition that encourage staff to add to the knowledge base
- Knowledge broker role: in larger organizations, a dedicated person who connects staff to relevant evidence and facilitates cross-program learning
- Periodic review: process for archiving outdated lessons and highlighting newly validated ones
Best Practices
Keep the format simple. Complex knowledge management systems are not maintained. A well-organized shared drive with a consistent 5-field lesson format (context, what happened, why, implication, contact person) will be used; an elaborate portal that takes 20 minutes to navigate will not.
Link knowledge use to design processes. Require that all new program designs include a section documenting lessons from past programs that informed the design. This creates a feedback loop between past learning and future practice.
Don't rely solely on routine monitoring data. Routine monitoring captures performance data but not deeper insights about why things happen. Periodic evaluations and qualitative reviews are the main source of nuanced, transferable lessons.
Distinguish lesson types. "Use SMS for beneficiary feedback" is a practical lesson. "Programs that engage community leaders in the design phase have higher uptake" is a strategic lesson. Organize lessons by type and search requirements.
Integrate MEAL functions. Knowledge management does not sit in isolation - it is the intersection of monitoring, evaluation, accountability, and learning. Systems that treat these as separate functions lose the cross-pollination that makes knowledge management valuable.
Common Mistakes
Creating a lessons repository that is never consulted. The most common KM failure: documents are created but no process ensures they are used. Link the repository explicitly to proposal development and program design checklists.
Documenting only positive lessons. Organizations that only document successes miss the most valuable knowledge: what failed, under what conditions, and why. Negative lessons are the most practically useful.
Confusing knowledge management with information management. Storing all documents on a shared drive is information management. Knowledge management involves synthesising, tagging, and connecting information to the decisions it should inform.
High staff turnover without handover protocols. Institutional memory walks out the door when experienced staff leave without structured knowledge transfer. Build exit interviews and knowledge handover protocols into staff offboarding.
