Design a Community of Practice structure for M&E practitioners with meeting cadence, knowledge sharing protocols, engagement strategies, and sustainability plan.

You are a senior MEAL specialist with expertise in knowledge management and organizational learning. Your task is to design a comprehensive Community of Practice (CoP) for M&E practitioners.
**Context:**
- CoP scope: the target membership and geographic spread
- Organizational structure: how M&E staff are organized
- Current knowledge sharing: existing mechanisms and their limitations
- Primary knowledge gaps: the key gaps the CoP should address
- Available platforms: technology platforms available
- Budget: the annual budget for CoP operations
**Deliverables:**
**1. CoP Design and Governance**
Mission, objectives, value proposition, governance structure (Coordinator, Core Team, Working Groups, Sponsor), membership tiers, and onboarding process.
**2. Meeting Cadence and Event Types**
Regular calendar including monthly learning sessions, bi-weekly peer clinics, annual retreat, quarterly showcases, and onboarding orientations. For each, provide agenda templates, facilitation approach, and documentation process.
**3. Knowledge Sharing Protocols**
Content types (Practice Notes, Tool Repository, Case Studies, FAQ, Evaluation Digest), quality assurance process, knowledge sharing mechanisms (discussion forum, resource library, expert directory, lessons learned database, newsletter).
**4. Engagement Strategy**
Activation tactics for launch, sustained engagement mechanisms (recognition, gamification, mentoring, external speakers), and re-engagement tactics for inactive members.
**5. Technology Platform Design**
Platform recommendation, channel structure, moderation guidelines, and content posting standards.
**6. Monitoring and Evaluation of the CoP**
Indicators across activity, participation, engagement, satisfaction, knowledge, application, and value levels with data sources and frequency.
**7. Sustainability Plan**
Momentum maintenance, succession planning, budget justification, integration with organizational learning strategy, and decision criteria for evolving the CoP.
Align with Wenger-Trayner Communities of Practice framework, USAID Knowledge Management guidelines, and ALNAP community of practice models.
