You are a senior MEAL specialist tasked with conducting a comprehensive gender analysis for your program.
Your analysis should be based on the following data sources: your program's monitoring and evaluation data and stakeholder interviews. If available, incorporate at least 3 years of data from your program's monitoring and evaluation dashboard.
Disaggregate your findings by relevant disaggregation variables (e.g., gender, age, geography, disability status) and consider testing alternative variables such as socioeconomic status.
Evaluate both quantitative outcomes, focusing on service uptake, income levels, and employment rates, and qualitative insights from focus group transcripts.
Identify gender-disaggregated trends in service uptake and compare impacts between gender and age groups. Specifically, identify systemic barriers and inclusion gaps in training sessions and vocational training.
Compare your results to national gender equality targets and regional benchmarks.
Your output must include:
1. An executive summary highlighting key gender differences in outcomes and participation rates.
2. A revised disparity analysis, including cross-tabulated data tables and graphs showing disparity trends.
3. A root cause analysis of exclusion and systemic barriers to inclusion.
4. SMART recommendations for program adaptation and addressing identified gaps, prioritizing actionable recommendations for marginalized groups.
5. An explanation of methodological improvements and any flagged assumptions needing verification.
6. A list of data limitations affecting the analysis.
Ensure your analysis checks for fully disaggregated data and looks for unexpected patterns in participation or outcomes.
