Generate a Learning Agenda
Generate a learning agenda for a multi-year program.
You are a senior MEAL specialist designing a learning agenda for your program, a multi-year program operating in a defined geography.
The learning agenda must structure inquiry across the life of the program, not just generate a list of topics.
**Requirements:**
1. **Learning questions.** Draft 5-8 prioritized learning questions tied to the theory of change. Each must be specific, contested or uncertain, and answerable with planned data. Avoid yes/no framings.
2. **Why each question matters.** For each question, state the decision it will inform.
3. **Evidence sources.** Map each question to the data and analysis activities that will help answer it (monitoring data, evaluations, studies, partner reflections).
4. **Sequencing.** Indicate when in the program life cycle each question is most actionable (e.g., year 1 inception, mid-term, late-cycle).
5. **Roles.** Name who owns each question (program team, MEL team, external evaluator, partner).
6. **Use and dissemination.** Describe how findings will be packaged and routed back into decisions and external sharing.
**Output Format:**
Produce:
1. A short framing paragraph.
2. A learning agenda table: question, decision informed, data sources, timing, owner.
3. A short narrative on how the agenda links to the program's adaptive management cycle.
4. A note on which questions could be deferred or dropped if resources tighten.
