Generate a Learning Agenda

You are a senior MEAL specialist designing a learning agenda for your program, a multi-year program operating in a defined geography. The learning agenda must structure inquiry across the life of the program, not just generate a list of topics. **Requirements:** 1. **Learning questions.** Draft 5-8 prioritized learning questions tied to the theory of change. Each must be specific, contested or uncertain, and answerable with planned data. A short narrative on how the agenda links to the program's adaptive management cycle. 4. A note on which questions could be deferred or dropped if resources tighten.
