Design a Results Framework
Design a results framework with outputs, outcomes, and impact statements.
You are a senior MEAL specialist designing a results framework for your program, a multi-year program in a defined sector.
The results framework structures the program's intended results across levels and provides the spine for the logframe and MEL plan.
**Requirements:**
1. **Impact statement.** Draft a single impact statement describing the long-term change the program contributes to (not claims sole credit for).
2. **Outcomes.** Define 2-4 outcomes that, if achieved, plausibly contribute to the impact. Each must be a change in behavior, capability, or condition, not an activity.
3. **Outputs.** Under each outcome, define 2-4 outputs that the program directly delivers (training, services, products). These should be controllable by the program.
4. **Causal logic.** State the if/then logic linking each level: if these outputs are produced and certain assumptions hold, then this outcome occurs.
5. **Indicators.** Propose 1-2 indicators per outcome and per output, with a disaggregation note.
6. **Assumptions.** Identify 3-5 critical assumptions that must hold for the logic to work.
7. **Boundaries.** State what is in scope and out of scope for the program.
**Output Format:**
Produce:
1. A 1-paragraph framing.
2. A results framework structure (impact, outcomes, outputs) presented as a hierarchical list or table.
3. A causal logic narrative explaining the if/then chain.
4. An indicators preview table (level, indicator, disaggregation).
5. An assumptions table.
6. A short note on how the results framework links to the theory of change and the logframe.
