When to Use

Process tracing is the right tool when you need to explain how and why an outcome occurred in a specific case — not just whether your intervention contributed. Use it when:

  • Testing causal mechanisms — your theory of change specifies particular pathways from activities to outcomes, and you need evidence that these pathways actually operated
  • Explaining outcomes in complex contexts — where attribution is difficult due to multiple actors, but you still need to make credible causal claims
  • Working with qualitative evidence — you have rich case-level data (interviews, documents, observations) and need a systematic way to use it for causal inference
  • Post-hoc evaluation — you're conducting an evaluation after implementation and need to assess whether your causal logic held up in practice
  • Building causal arguments without experiments — when impact evaluation designs like RCTs are not feasible but causal claims are still required

Process tracing is less useful when you need to estimate average treatment effects across a population (use quasi-experimental design instead) or when you're still designing a programme and need to test whether your causal logic is plausible before implementation (use evaluability assessment or theory development workshops).

How It Works

Process tracing follows a structured sequence of steps. The method treats causal mechanisms as "black boxes" that must be opened through systematic evidence collection and evaluation.

  1. Specify the causal mechanism to test. Start with your theory of change and identify the specific causal pathway you want to examine. Break it down into discrete steps: what activities should lead to what outputs, which intermediate outcomes should follow, and ultimately what long-term outcome should result. Each link in this chain represents a causal mechanism that needs testing. (MEAL Rule: EX135_R002)

  2. Identify the evidence you need. For each step in the causal mechanism, determine what kind of evidence would confirm that the step actually occurred. This might include interview data, programme documents, monitoring records, or external sources. Be specific: not just "evidence of training" but "attendance records, pre/post assessments, and participant interviews documenting skill acquisition."

  3. Collect the evidence systematically. Gather all available evidence relevant to the causal mechanism. This is often the most time-consuming phase, as you're searching through documents, conducting interviews, and collecting data that may not have been systematically recorded during implementation. The goal is comprehensive evidence collection, not selective gathering.

  4. Evaluate the evidence using diagnostic tests. Process tracing uses four types of evidentiary tests, each with different strengths:

    • Straw-in-the-wind: Evidence that suggests a causal connection but doesn't prove it
    • Hoop test: A necessary condition — if the evidence is absent, the causal claim is falsified
    • Smoking gun: Sufficient evidence that, if present, strongly confirms the causal claim
    • Doubly decisive: Evidence that both confirms the causal claim and rules out alternatives (MEAL Rule: EX78_R016)
  5. Assess causal confidence. Based on the weight of evidence, assign a level of confidence in your causal claim. This is typically expressed as Bayesian updating: you start with prior confidence in the causal mechanism (based on theory and evidence from similar contexts), then update that confidence based on the evidence you find. Strong process tracing moves from "plausible" to "highly probable" through cumulative evidentiary support.

  6. Consider alternative explanations. A rigorous process tracing exercise actively tests competing causal explanations. For each alternative, identify what evidence would be needed to support it, then search for that evidence. If the evidence strongly supports your mechanism while alternatives lack key evidentiary support, your causal claim is strengthened.

  7. Document the evidence chain. Create a transparent audit trail showing how each piece of evidence connects to each step in the causal mechanism. This documentation should be detailed enough that another analyst could follow your reasoning and reach similar conclusions. The quality of process tracing is judged by the transparency and completeness of this evidentiary chain.

Key Components

A well-constructed process tracing analysis includes these essential elements:

  • Causal mechanism specification — a clear, detailed description of the hypothesized pathway from intervention to outcome, broken into testable steps. This comes from your theory of change but must be operationalized into discrete, observable links. (MEAL Rule: EX78_R024)

  • Evidentiary tests — explicit identification of what kind of evidence would confirm or falsify each step in the causal mechanism. Hoop tests establish necessary conditions; smoking guns provide strong confirmation; doubly decisive evidence both confirms and rules out alternatives.

  • Evidence collection — systematic gathering of all available data relevant to the causal mechanism, including programme documents, monitoring data, interviews with implementers and beneficiaries, and external sources. The evidence must be credible and verifiable.

  • Confidence assessment — a transparent evaluation of how confident you are in the causal claim, based on the strength and quantity of evidence. This should explicitly acknowledge uncertainty rather than presenting conclusions as definitive.

  • Alternative explanations — consideration of other plausible causal pathways that could explain the observed outcome, with evidence evaluated for each. Strong process tracing actively tries to falsify alternatives, not just confirm the primary hypothesis.

  • Evidence chain documentation — a detailed audit trail linking each piece of evidence to specific steps in the causal mechanism. This enables others to follow your reasoning and assess the validity of your conclusions.

  • Contextual analysis — understanding of the conditions under which the causal mechanism operated, including any contextual factors that influenced how the mechanism played out. Causal mechanisms are often context-dependent.

Best Practices

Start with a clear causal hypothesis. Process tracing is not a fishing expedition — you need a specific causal mechanism to test. Derive this from your theory of change or from existing literature on similar interventions. The clearer your hypothesis, the more focused your evidence collection will be. (MEAL Rule: EX78_R024)

Specify evidentiary tests before collecting data. Decide what kind of evidence would confirm or falsify each step in your causal mechanism before you begin gathering data. This prevents confirmation bias and ensures you're testing your hypothesis rigorously, not just collecting supportive anecdotes. (MEAL Rule: EX78_R025)

Use the full range of evidentiary tests. Don't settle for straw-in-the-wind evidence when you can design hoop tests or look for smoking guns. The strongest process tracing analyses combine multiple test types, building cumulative confidence through different kinds of evidentiary support. (MEAL Rule: EX089_R074)

Support assumptions with research. For each causal link, document what evidence exists from research or similar contexts that supports the plausibility of that connection. This strengthens your prior confidence in the mechanism and helps justify your causal claims even when direct evidence is limited. (MEAL Rule: EX134_R210)

Develop plans to test assumptions. Don't just identify assumptions — create specific plans to gather evidence that will confirm whether they held true. This turns assumptions from hidden weaknesses into monitored elements of your causal argument. (MEAL Rule: EX081_R009)

Pay attention to causal link assumptions. Be particularly careful about the assumptions built into each causal connection in your mechanism. What leaps of faith are you taking? What contextual conditions must hold true? Document these explicitly and seek evidence for them. (MEAL Rule: EX090_P040)

Arrange outcomes in causal pathways. Ensure outcomes are structured as preconditions — each outcome should be necessary before outcomes farther up the chain can occur. The relation between two levels of outcome must be causally connected, not just temporally sequential. (MEAL Rule: EX135_R002)

Maintain evidentiary standards. Use the same standard across all causal links: reliable, logical, causal connection to outcomes. Don't accept weaker evidence for some steps while demanding strong evidence for others. Consistency in evidentiary standards strengthens your overall argument. (MEAL Rule: EX78_R016)

Common Mistakes

Using indirect causal connections. Avoid causal links that require inferring additional intermediate results to understand the connection between two points. If you need to make multiple leaps to connect your activity to your outcome, you haven't specified a clear causal mechanism. Each step should be directly observable and testable. (MEAL Rule: EX023_W005)

Leaving dead ends in your results chain. Every outcome in your causal mechanism should connect to the next — there should be no orphaned outcomes or unexplained gaps. If you can't specify what comes next or what leads to something, you haven't fully articulated the mechanism. (MEAL Rule: EX33_W015)

Confusing contribution with causation. Outcome Mapping and similar approaches document contribution to outcomes within complex systems, not isolated cause-effect relationships. If you're claiming specific causal mechanisms operated, you need process tracing evidence, not just evidence of involvement or association. (MEAL Rule: EX71_W003)

Accepting weak evidence for causal claims. If the data quality is poor, the causal strategy badly designed, or the evidence collection incomplete, then your results will not be credible. Process tracing requires high-quality evidence because you're making specific causal claims, not just documenting activities. (MEAL Rule: EX33_W036)

Treating process tracing as retrospective justification. The most common failure is using process tracing to justify conclusions already reached rather than genuinely testing causal hypotheses. This leads to selective evidence gathering and confirmation bias. Start with genuine uncertainty about whether your mechanisms operated.

Overstating confidence. Process tracing rarely provides definitive proof — it provides varying degrees of confidence in causal claims. Don't present conclusions as certain when the evidence only supports probabilistic claims. Acknowledge uncertainty explicitly.

Ignoring alternative explanations. A process tracing analysis that only tests your preferred hypothesis is incomplete. You must actively consider and test competing explanations, searching for evidence that could falsify them. The strength of your causal claim depends on how well alternatives have been ruled out.

Examples

Governance Reform — Eastern Europe

A democracy support programme in Ukraine implemented a multi-year initiative to strengthen parliamentary oversight of the executive branch. The theory of change specified that training MPs on budget analysis would lead to more rigorous committee questioning, which would result in improved budget approvals, ultimately increasing fiscal accountability. Process tracing was used in a mid-term evaluation to test whether this causal mechanism actually operated.

The evaluators identified specific evidentiary tests for each link: committee transcripts showing increased questioning (hoop test), pre/post assessments of MPs' budget analysis skills (smoking gun), and budget approval patterns showing improved outcomes (doubly decisive if correlated with training participation). They collected 18 months of committee transcripts, conducted 45 interviews with MPs and staff, and gathered all training materials and attendance records.

The evidence confirmed that training did improve MPs' analytical skills (strong evidence), but the link between improved questioning and budget approval was weaker than expected — budget approvals were influenced more by political dynamics than technical quality. This led to a revised theory of change that included political economy analysis as a necessary condition. The process tracing exercise identified where the causal mechanism broke down, enabling programme adaptation.

Health Systems — Sub-Saharan Africa

A health systems strengthening programme in Malawi aimed to improve maternal health outcomes through facility-based interventions. The theory of change specified that training health workers on emergency protocols would lead to improved response times, which would reduce maternal mortality. Process tracing was used to test this mechanism in three facilities.

Evaluators collected detailed time-motion data for emergency responses, conducted retrospective case reviews of maternal near-miss events, and interviewed staff about protocol adherence. The hoop test was clear: if the mechanism operated, there should be evidence of faster response times in trained facilities. The smoking gun would be documented cases where rapid response prevented a maternal death.

The process tracing revealed that while training did improve knowledge (confirmed by assessments), the causal link to response times was blocked by systemic issues — equipment shortages and staffing gaps meant that even trained staff couldn't respond quickly. The causal mechanism was plausible but not operational due to contextual constraints. This finding shifted the programme's focus from training alone to addressing systemic bottlenecks.

Conservation — Southeast Asia

A forest conservation programme in Indonesia implemented community-based monitoring to reduce deforestation. The theory of change specified that training community monitors would lead to better detection of illegal logging, which would increase enforcement actions, ultimately reducing deforestation rates. Process tracing tested whether this mechanism operated across five villages.

Evaluators gathered monitoring logs, enforcement records, satellite imagery of forest cover, and conducted interviews with community members, local officials, and logging operators. The evidentiary tests included: documented detection of illegal activity by community monitors (hoop test), evidence that detections led to enforcement actions (smoking gun), and correlation between monitoring intensity and deforestation rates (doubly decisive if alternative explanations ruled out).

The process tracing found strong evidence that community monitoring detected illegal activity, but weak evidence that detections led to enforcement — local officials often lacked authority or political will to act. The causal mechanism broke down at the enforcement link. This led to programme adaptation that included advocacy for local enforcement authority, addressing the identified bottleneck in the causal chain.
