When to Use

Data Quality Assurance (DQA) is essential whenever you need confidence that your data accurately reflects reality and can support decision-making. Use this process:

  • Before reporting to donors — USAID and other donors require DQA within six months of reporting new indicators and every three years thereafter. Conduct assessments before major reporting cycles to ensure reported figures are accurate and defensible.

  • During annual compliance cycles — Many organisations conduct annual DQA to meet donor requirements (CRS MPP Policy 2.4, Feed the Future standards). Schedule assessments within 15 months of project start and annually thereafter.

  • When data quality issues emerge — If you notice inconsistent results, unexpected trends, or stakeholder concerns about data reliability, conduct a targeted DQA to identify root causes.

  • Before major decisions — Before making programme adjustments, scaling decisions, or resource reallocations based on monitoring data, verify data quality to ensure decisions are evidence-based.

  • During system strengthening — When establishing new M&E systems, integrating new data sources, or transitioning to new technologies, conduct DQA to validate the new processes.

DQA is less critical for rapid, informal assessments where speed outweighs precision, or when data is used only for internal, non-decision purposes. However, for any data that informs programme decisions, donor reporting, or external communications, DQA is essential.

How It Works

Data Quality Assurance follows a systematic five-step process that examines data across five quality dimensions. The process can be conducted as a comprehensive annual assessment or as ongoing checks during data collection.

1. Plan the assessment. Define the scope (which indicators, programmes, time periods), assemble the assessment team (including independent reviewers for objectivity), and develop a DQA checklist based on the five quality dimensions. Review existing documentation including indicator reference sheets, data collection tools, and previous DQA reports. (MEAL Rule: EX105_R010)

2. Collect evidence. Gather data from multiple sources to triangulate findings. This includes reviewing completed data collection forms, interviewing data collectors and managers, observing data collection processes, and examining data management systems. For each indicator under review, trace data from source to report to verify the complete chain. (MEAL Rule: EX08_R018)

3. Assess the five dimensions. Evaluate data against:

  • Validity — Does the data measure what it intends to measure?
  • Integrity — Is the data complete and free from gaps?
  • Precision — Is the data accurate and free from errors?
  • Reliability — Would repeated measurements produce consistent results?
  • Timeliness — Is the data available when needed?

4. Identify root causes. For each quality issue identified, determine whether it stems from unclear indicator definitions, inadequate training, insufficient resources, flawed tools, or systemic process failures. 5. Report and act. Document findings with specific examples, assign responsibility for addressing each issue, and establish timelines for remediation. Share results with relevant stakeholders and integrate lessons into updated procedures. A robust Data Quality Assurance process includes these essential elements:

  • Clear indicator definitions. Performance Indicator Reference Sheets (PIRS) must include indicator title, definition, rationale, unit of measurement, disaggregation requirements, type, direction of change, data source, level of data collection, responsible party, collection method, frequency, and data quality limitations.   • Standardised data collection tools. Forms, surveys, and checklists must be standardised across all data collectors and time periods to ensure consistency. Tools should include validation rules (range checks, required fields) to prevent errors at the point of entry.

  • Data quality checklist. A structured checklist covering all five dimensions (Validity, Integrity, Precision, Reliability, Timeliness) ensures systematic assessment. The checklist should include specific questions for each indicator under review.

  • Triangulation mechanisms. Multiple data sources and methods should be used to verify findings. Cross-check data from different sources, compare reported figures with independent records, and validate through stakeholder interviews.

  • Documentation and traceability. Every data point should be traceable from source to report, with clear documentation of collection methods, dates, collectors, and any corrections made. This audit trail is essential for verifying data integrity.

  • Timely feedback loops. Data quality findings should be communicated quickly to data collectors and managers, with clear action items and support for remediation. Early identification of issues prevents compounding errors.

  • Capacity building. Regular training for data collectors on indicator definitions, tool administration, and data quality standards ensures consistent, accurate data collection.

Common Mistakes

Treating DQA as a one-time exercise. The most common failure is conducting DQA only annually or before donor reporting, rather than as an ongoing process. Data quality issues must be checked as the data collection process proceeds, as it will be difficult or expensive and time-consuming to remedy them later. (MEAL Rule: EX69_R013)

Relying on data quality checks only at the end. Data quality checks should occur repeatedly throughout data collection and management, not just at the end when it may be too late to correct errors. Late-stage discovery of quality issues often requires costly re-collection or results in accepting flawed data. (MEAL Rule: EX091F2_R016)

Focusing on symptoms, not root causes. Identifying that data is inaccurate is not enough. You must identify bottlenecks in the data collection, validation, entry, and analysis process to implement effective fixes. Without addressing root causes, the same errors will recur.

Using vague indicator definitions. Poorly defined indicators produce unreliable data. If indicator definitions lack clarity on what is being measured, how, and by whom, data collectors will interpret requirements differently, producing inconsistent results. (MEAL Rule: EX081_P022)

Ignoring data quality during design. Data quality begins with clear PIRS and clear instructions. Many programmes fail because they prioritise indicator quantity over quality, creating indicators that are easy to count but impossible to measure reliably.

Lacking independent verification. DQA conducted solely by data collectors lacks objectivity. Include independent reviewers or peer verification to ensure findings are unbiased and credible.

Examples

USAID-Funded Health Programme

Context: A five-year USAID health programme serving 500,000 beneficiaries across three regions. The programme tracks 25 indicators including maternal health, child nutrition, and disease prevention.

DQA Approach: The M&E team conducted a comprehensive DQA six months before reporting midline results to USAID. The assessment team included two independent reviewers from the organisation's central M&E unit.
