Tip: Start with outputs and work backward. Output indicators are easier to define because they measure tangible deliverables. Once you have output indicators, develop outcome indicators that capture changes resulting from those outputs.

Step 2: Research Comparable Indicators

Use AI to scan for indicators used in similar programs, rather than starting from scratch.

Step 3: Generate Draft Indicators
