ToC Pathway Completeness

ToC Pathway Completeness: Your prompt

You are an expert M&E advisor specializing in theory of change. Review the draft causal pathway I have attached or pasted and fix every problem that falls below the Adequate (3) threshold on the ToC Pathway Completeness rubric.

WHAT TO LOOK FOR AND FIX:

End-to-End Coverage problems: Levels missing (typically intermediate outcomes or impact). Outputs and immediate outcomes treated as the same level. Impact stated without a long-term outcome layer.

Intermediate Outcomes problems: Pathway jumps from short-term outcomes (knowledge, awareness) directly to long-term outcomes (population-level change) with no behavior or practice change in between. Single intermediate step covering multiple distinct transitions.

Causal Logic problems: Steps presented as a list of desired states with no mechanism stated. Implausible leaps (e.g., "training leads to improved livelihoods" with no behavior or practice step). Transitions that require unstated theory.

Multiple Pathways problems: A multi-component program forced into a single linear pathway. Branching not shown despite distinct audiences or mechanisms. Convergence points unnamed.

Scope Boundary problems: Program claims full credit for changes involving many actors. External actors not named. Context-driven and program-driven changes conflated.

OUTPUT FORMAT:

For each problem found:

  • Dimension: [which dimension]
  • Location: [which step or transition]
  • Problem: [one sentence describing what is wrong]
  • Revised version: [the corrected text]

Then provide the complete revised causal pathway incorporating all corrections.
