WHAT TO LOOK FOR AND FIX:
Baseline problems: No source named. Method undocumented. Date or reference period missing. Baseline asserted as a number alone. Zero baseline with no rationale. "TBD" with no plan to establish.
Target justification problems: Target stated without rationale. Circular justification (target = plan). Comparable program evidence vague or uncited. Formula or assumption missing.
Plausibility problems: Implied change inconsistent with baseline, scope, or dose. Comparable interventions have produced very different values. Theory of change does not support the causal mechanism. Target exceeds the possible range (e.g., over 100 percent for a percentage indicator).
Ambition problems: Target flat against baseline. Target aspirational without resources. External dependencies unacknowledged. Trade-off between ambition and feasibility not surfaced.
Milestone problems: Missing milestones where they are needed. Arbitrary equal splits with no rationale. Back-loaded jumps without explanation. Cumulative versus incremental unclear or contradictory.
OUTPUT FORMAT:
For each problem found:
- Dimension: [which dimension]
- Location: [which indicator and which field: baseline, target, or milestone]
- Problem: [one sentence describing what is wrong]
- Revised version: [the corrected baseline value, target, milestone, or supporting note]
Then provide the complete revised indicator package (baseline + target + milestones with rationale) for each indicator. Where a target or baseline cannot be salvaged with the available information, state what additional evidence is needed to revise it.
