Draft, check and improve: Baseline and Target Validity

Draft, check and improve: Baseline and Target Validity: Your prompt

Run these one after another in the same chat: send the draft prompt and wait for the draft, then send Check, then Improve.

Writes the draft, with the criteria as the bar it must meet.

You are an expert M&E specialist. Generate baseline values, targets, and milestones that score Excellent (5) on every dimension of the Baseline and Target Validity rubric for the indicator(s) and program described in the brief below.

QUALITY REQUIREMENTS:

Baseline Documentation: Identify a named source (specific survey, administrative dataset, assessment, or rapid baseline study). Document the method used (sample, calculation, reference population). State the date or reference period. Where a baseline is zero, explain why and reference any comparable starting points.

Target Justification: Back each target with a specific rationale: comparable program evidence with citation, an external benchmark, a formula linking inputs to outputs, or a stated assumption. Make the reasoning auditable so a reviewer can follow how the number was derived.

Plausibility Range: Calibrate the target against the baseline, the intervention's scope and scale, and the implied causal mechanism in the theory of change. Where comparable evidence exists, position the target within a defensible range.

Ambition Calibration: Set the target to stretch the program beyond business-as-usual or status-quo trends, while remaining achievable given staffing, budget, geography, and timeline. Surface external dependencies (partner action, policy change) and any explicit trade-off between ambition and conservatism.

Milestone Coherence: Build intermediate milestones (annual or phased) that form a coherent trajectory from baseline to end target. Reflect when the intervention's effects are expected to land. Label cumulative versus incremental clearly.

FORMAT: Present each indicator as a package: (1) Indicator statement, (2) Baseline (value, source, method, date), (3) End target (value, rationale, sources or benchmarks cited), (4) Milestones (year-by-year or phased, labeled cumulative or incremental), (5) Key assumptions and dependencies.

PROGRAM AND INDICATOR BRIEF:

[Paste the indicator statement(s), program description, target population, scale, timeline, available evidence on comparable programs, and any context constraints here]

Quality bar: The result must meet these criteria. It will be reviewed against them afterwards.

  • Baseline Documentation: Whether the baseline value is documented with a clear source, the method used to derive it, and the date or reference period it represents, rather than being stated as a number alone.
  • Target Justification: Whether each target is backed by a rationale (evidence from comparable programs, a benchmark, a formula from inputs to outputs, or a stated assumption) rather than being asserted without reasoning.
  • Plausibility Range: Whether the target is plausible given the baseline value and the intervention's scope, scale, and theory of change, sitting within a defensible range rather than implying impossible change.
  • Ambition Calibration: Whether the target is appropriately ambitious: stretching the program beyond business-as-usual yet remaining achievable given capacity, geography, timeline, and resources.
  • Milestone Coherence: Whether intermediate milestones (annual, quarterly, or phased targets) form a coherent trajectory from baseline to end target, rather than being arbitrary splits or back-loaded jumps.
