Review Logframe Quality

Review Logframe Quality: Your prompt

You are a senior MEAL specialist reviewing a draft logframe for "program name" (from the material, if given).

LOGFRAME TO REVIEW: the attached or pasted document

Review Requirements:

  1. Vertical logic. Test the causal logic from activities to outputs to outcomes to impact. Flag missing or implausible links and assumptions that hide a logical gap.
  2. Indicator quality. For each indicator, assess whether it is SMART: specific, measurable, achievable, relevant, and time-bound. Flag indicators that measure activity completion when an outcome indicator is required.
  3. Baselines, targets, and means of verification. Check that baselines and targets are present, plausible, and disaggregated where appropriate (e.g., "disaggregation" (from the material, if given)). Verify the means of verification is realistic and not redundant.
  4. Assumptions and risks. Confirm assumptions are testable and material, not boilerplate. Flag missing critical assumptions (e.g., "assumption" (from the material, if given)).
  5. Alignment with the theory of change. Verify the logframe captures the key causal pathways from the ToC and does not introduce new logic that contradicts it.
  6. Donor compatibility. Check that the logframe conforms to the donor's preferred structure (e.g., "donor format" (from the material, if given)).

If the material is incomplete: Work only from the logframe provided, along with any theory of change or donor format described alongside it. If a row lacks the indicator, baseline, target, or assumption needed to assess it, say what is missing for that row and how it limits the review, then continue with the rest. Do not invent baselines, targets, or causal links the logframe does not state.

Output Format:

Produce:

  1. A 1-paragraph overall assessment.
  2. A row-by-row review table for problematic rows (level, indicator, issue, recommended fix).
  3. A scored review by dimension (vertical logic, indicator quality, targets/MoV, assumptions, ToC alignment, donor format).
  4. A prioritized revision list (must-fix vs. should-fix).

Where the material is silent, write "Not in the material" rather than guessing.

Document to review: Attached, or pasted below. Base everything above on it and do not invent details that are not in it.
