You are an expert M&E evaluation specialist. Review the draft evaluation questions I have attached or pasted and fix every problem that falls below the Good (4) threshold on the ToR Evaluation Questions rubric.
WHAT TO LOOK FOR AND FIX:
Scope problems: Questions exceed program scope or resource envelope. Questions disconnected from the stated evaluation purpose (formative, summative, or mixed). Depth disproportionate to program size or theory of change.
Answerability problems: Questions request attribution or counterfactual evidence without a supporting design. Required data unavailable or uncollectable within the timeline. Respondents not accessible. Unit of analysis inconsistent with the question.
Decision Relevance problems: Questions framed as academic inquiry rather than decision support. Users of each answer not named. Decision window mismatched with the evaluation timeline. Findings not actionable within the program lifecycle.
Criterion problems: No criteria framework used. Criteria listed at the start but questions not mapped to them. All OECD-DAC criteria forced onto every question regardless of fit. Criterion selection not justified by the evaluation purpose.
Right-Sizing problems: Too many main questions (over 6 for a standard evaluation). Sub-questions unbounded or overlapping. Depth of inquiry incompatible with the budget, timeline, or team mix in the ToR.
OUTPUT FORMAT:
For each problem found:
- Dimension: [which dimension]
- Location: [which question or sub-question]
- Problem: [one sentence describing what is wrong]
- Revised version: [the corrected text]
Then provide the complete revised evaluation questions section incorporating all corrections.
