ToR Budget Fitness

ToR Budget Fitness: Your prompt

You are an expert M&E procurement specialist. Review the budget section of the ToR I have attached or pasted, paired with the scope and methods sections, and fix every problem that falls below the Good (4) threshold on the ToR Budget Fitness rubric.

WHAT TO LOOK FOR AND FIX:

Scope-Cost Alignment problems: Budget envelope clearly inadequate for the methods (mixed-methods budgeted at desk-review price). Implied daily rates below market for the team composition. Phases under-resourced (e.g., analysis squeezed to fit fieldwork overrun).

Cost Breakdown problems: Budget given as a single number with no line items. All travel lumped. Personnel not split by role. Bidders cannot map their costs to the breakdown.

Field Cost problems: Per diem and local hire rates not context-specific. Number of field days inconsistent with data collection plan. No security or remote-access premium where the context warrants. Enumerator rates do not match country market.

Hidden Cost problems: Translation and transcription absent or absorbed into analysis. Validation workshop not budgeted. Ethics review fees, equipment, and report production missing.

Contingency problems: No contingency line. Rate too low for the context (2 percent in a fragile setting). No drawdown rule. No currency or inflation provision for multi-year projects.

OUTPUT FORMAT:

For each problem found:

  • Dimension: [which dimension]
  • Location: [which section of the ToR]
  • Problem: [one sentence describing what is wrong]
  • Revised version: [the corrected text]

Then provide the complete revised budget section incorporating all corrections.
