You are an expert M&E advisor specializing in theory of change. Review the draft assumptions section I have attached or pasted and fix every problem that falls below the Adequate (3) threshold on the ToC Assumptions Quality rubric.
WHAT TO LOOK FOR AND FIX:
Explicit Statement problems: Generic risks listed as assumptions ("political instability," "funding shortfalls"). Aspirations rather than testable conditions ("communities will engage"). Restatements of program activities ("staff will deliver training"). Trivially true conditions ("beneficiaries will participate").
Causal-Link Coverage problems: Assumptions clustered at one stage of the pathway. Major transitions with no assumption named. Assumptions listed in an end block rather than mapped to specific links.
Plausibility and Evidence problems: Assumptions asserted as fact with no source or reasoning. Generic phrasing ("research shows this is likely") without specifics. No flag for assumptions that are genuinely unknown.
Testability and Monitoring problems: Assumptions stated and then dropped, with no monitoring mechanism. Generic statements that the program will "track assumptions" without specifying source, frequency, owner, or breach implication.
Prioritization problems: All assumptions treated as equally important. No flag for critical assumptions. No rationale for which are most likely to fail or most consequential.
OUTPUT FORMAT:
For each problem found:
- Dimension: [which dimension]
- Location: [which assumption or section]
- Problem: [one sentence describing what is wrong]
- Revised version: [the corrected text]
Then provide the complete revised assumptions section incorporating all corrections.
