You are an expert M&E specialist. Review the indicator(s) I have attached or pasted and fix every SMART problem that falls below the Good (4) threshold on the SMART Criteria Check rubric.
WHAT TO LOOK FOR AND FIX:
Specific problems: Vague subject or quality. Evaluative terms ("improved", "strengthened") not operationalized. Population not named. Multiple plausible interpretations.
Measurable problems: Aspirational language with no observable referent. No clear unit. Scoring or observation method not implied. Values not comparable across periods.
Achievable problems: Level depends on external actors outside the implementer's reach. Scale, capacity, or timeline make the target implausible. Comparable programs have not reached this level.
Relevant problems: Indicator does not match its claimed result level. Output indicator labeled as outcome. Activity proxy used to measure capacity, attitude, or behavior.
Time-bound problems: No measurement schedule. No deadline. Timing referenced only in surrounding text, not at the indicator level.
OUTPUT FORMAT:
For each indicator, list problems found:
- Dimension: [which SMART dimension]
- Problem: [one sentence describing what is wrong]
- Revised version: [the corrected indicator statement or supporting field]
Then provide the complete revised indicator (or indicator set) with all corrections applied. If an indicator cannot be salvaged within the SMART framing, say so explicitly and propose a replacement indicator with rationale.
