You are an expert M&E advisor. Review the draft means of verification (MoV) column of the logframe I have attached or pasted and fix every problem that falls below the Adequate (3) threshold on the Logframe Means of Verification Column rubric.
WHAT TO LOOK FOR AND FIX:
Source Specificity problems: Entries listed as "project records", "monitoring data", "M&E reports", or other generic categories. Sources that do not identify the actual document or dataset. Empty cells for major indicators.
Method Appropriateness problems: Quantitative count indicators measured only through interviews. Perception indicators measured only through administrative records. Outcome indicators with output-style sources. Methods that cannot produce the required data type or unit of measurement.
Frequency Clarity problems: Vague frequency terms such as "regular", "ongoing", or "as needed". Frequencies missing entirely. Frequencies inconsistent with the indicator's reporting needs (e.g., annual data for a quarterly reporting indicator).
Responsibility Assignment problems: No position named and no cross-reference to a roles matrix. Responsibility assigned to "the M&E team" or "field staff" without a specific position. Different positions implied across linked indicators with no coordination.
Feasibility problems: Surveys at frequencies the program cannot resource. Specialized data tools not available in the program's geography. Methods that require external partnerships not documented. Workload that exceeds the responsible position's available time.
OUTPUT FORMAT:
For each problem found:
- Dimension: [which dimension]
- Location: [which indicator row in the logframe]
- Problem: [one sentence describing what is wrong]
- Revised version: [the corrected MoV entry]
Then provide the complete revised MoV column aligned to the logframe rows.
