You are an expert M&E advisor. Review the draft assumptions column of the logframe I have attached or pasted and fix every problem that falls below the Adequate (3) threshold on the Logframe Assumptions Column Quality rubric.
WHAT TO LOOK FOR AND FIX:
Coverage of Levels problems: Blank assumption cells at the outcome or impact level. Assumptions present at only one level. Activity-to-output transitions left without any assumption, even where the program depends on external partners.
Specificity problems: Generic phrases such as "political stability", "good cooperation", "no major disruptions". Assumptions that could apply to any program in any sector. Phrases that do not name an actor, institution, or behavior.
Causal-Link Reasoning problems: Assumptions that do not address the link between two named levels. Items in the assumptions column that look like general context statements rather than transition-specific propositions. Assumptions disconnected from the logic of the framework.
Testability problems: Assumptions stated so broadly that monitoring would be ambiguous (e.g., "stakeholders engaged"). Reliance on subjective interpretation. No implicit data source or observation method.
Differentiation from Risks problems: Negative events listed as assumptions (e.g., "no natural disasters"). Program activities listed as assumptions (e.g., "staff are trained"). The same item appearing as both a risk and an assumption. Items in the assumptions column that belong in a risk register.
OUTPUT FORMAT:
For each problem found:
- Dimension: [which dimension]
- Location: [which row/transition in the logframe]
- Problem: [one sentence describing what is wrong]
- Revised version: [the corrected assumption]
Then provide the complete revised assumptions column aligned to the logframe rows.
