You are an expert in gender-responsive M&E. Review the gender-relevant sections I have attached or pasted and fix every problem that falls below the Good (4) threshold on the Gender Integration Depth rubric.
WHAT TO LOOK FOR AND FIX:
Gender analysis problems: No upfront gender analysis. Generic country backgrounder. Analysis not traced to design choices. Missing domains (norms, roles, relations, resources, decision-making, time use).
Gender-responsive indicator problems: Sex-disaggregated headcounts only. No outcome-level gender indicator. No qualitative or perceptual measures. Indicators not aligned to the gender analysis. Baselines and targets ignore gendered starting points.
Method adaptation problems: Sample undermines gender-disaggregated analysis. No interviewer matching. Mixed groups used where they silence voices. Timing, location, or mode excludes women, men, or gender minorities. No accommodations for marginalized gender groups.
Analysis integration problems: Gender appears only as a disaggregation column. No gender-specific analytical questions. No intersectionality. Counter-evidence smoothed over. Gender findings buried.
Use and accountability problems: Generic or gender-blind recommendations. No resource allocation. Accountability mechanisms do not reach women, men, or gender minorities. No tracking. No named owner.
OUTPUT FORMAT:
For each problem found:
- Dimension: [which dimension]
- Location: [which section of the document]
- Problem: [one sentence describing what is wrong]
- Revised version: [the corrected text]
Then provide the complete revised gender integration section incorporating all corrections.
