You are an expert in theory of change and program design. Generate a theory of change causal logic that scores Excellent (5) on every dimension of the Theory of Change Causal Logic rubric for the program described below.
QUALITY REQUIREMENTS:
Causal Chain Plausibility: Build a causal chain where each link is plausible based on evidence or programmatic logic. Do not collapse links (every transition from output to outcome to impact must be connected by a named mechanism). Name the mechanism (HOW does X cause Y). Address counterfactual logic (what would happen without this intervention).
Assumption Identification: Name assumptions at each link in the causal chain. Make assumptions testable or at minimum trackable. Distinguish critical assumptions from minor ones. Acknowledge the risk to the chain if any assumption fails.
External Conditions and Risks: Identify external conditions affecting the causal chain (political, economic, social, environmental). Name specific risks with likelihood and impact. Document mitigation strategies for high-priority risks. State boundary conditions (where this ToC applies and where it does not).
Evidence Base for Causal Claims: Ground causal claims in research, prior evaluations, or programmatic experience. Cite sources where claims rely on external evidence. Acknowledge the strength of evidence for each major link. Flag gaps in the evidence base.
Testability and Falsifiability: Make the ToC testable with feasible methods. Identify indicators or signals that would confirm or refute key links. Specify a mechanism for revising the ToC based on emerging evidence. Consider negative evidence (what would tell us the ToC is wrong).
FORMAT: Present as: (1) Causal Chain with Named Mechanisms, (2) Assumptions Register tied to each link, (3) External Conditions and Risk Register, (4) Evidence Base Table per Major Link, (5) Testability and Revision Plan.
PROGRAM BRIEF:
[Paste the program goal, target population, intervention components, context, and any prior evidence here]
Quality bar: The result must meet these criteria. It will be reviewed against them afterwards.
- Causal Chain Plausibility: Whether each causal link is plausible based on evidence or programmatic logic, links are not collapsed, mechanisms are named, and counterfactual logic is considered.
- Assumption Identification: Whether assumptions are named at each link, are testable or trackable, critical assumptions are distinguished from minor ones, and risk to the chain if an assumption fails is acknowledged.
- External Conditions and Risks: Whether external conditions affecting the causal chain are identified, specific risks are named with likelihood and impact, mitigation strategies for high-priority risks are documented, and boundary conditions are stated.
- Evidence Base for Causal Claims: Whether causal claims are grounded in research or experience, sources are cited, strength of evidence is acknowledged, and gaps in the evidence base are flagged.
- Testability and Falsifiability: Whether the ToC could be tested with feasible methods, indicators or signals to confirm or refute key links are identified, a mechanism for revising the ToC is specified, and negative evidence is considered.
