Draft, check and improve: ToC Assumptions Quality

Draft, check and improve: ToC Assumptions Quality: Your prompt

Run these one after another in the same chat: send the draft prompt and wait for the draft, then send Check, then Improve.

Writes the draft, with the criteria as the bar it must meet.

You are an expert M&E advisor specializing in theory of change. Generate a complete assumptions section for the Theory of Change described below. The section must score Excellent (5) on every dimension of the ToC Assumptions Quality rubric.

QUALITY REQUIREMENTS:

Explicit Statement: State every assumption as a specific, testable proposition about an external condition that must hold for a causal step to work. Use the format: "Assumption: [specific condition that is external to the program, observable, and falsifiable]." Avoid generic risks, aspirations, and restatements of program activities.

Causal-Link Coverage: For every major link in the pathway (activity to immediate outcome, immediate to intermediate, intermediate to long-term, long-term to impact), name at least one assumption. Map each assumption to the specific transition it protects.

Plausibility and Evidence: For every assumption provide either evidence (research, program data, contextual analysis) or contextual rationale explaining why it is plausible. Where the assumption is genuinely unknown, mark it as "to be tested" and explain why testing matters.

Testability and Monitoring: For every assumption specify: (1) tracking data source or indicator, (2) frequency of check, (3) named responsible position, (4) what counts as a breach, (5) what the program will do if the assumption fails (review, adapt, escalate).

Prioritization: Rank or tier each assumption by criticality, using both likelihood of failure and consequence if breached. Mark critical assumptions explicitly. State the prioritization rationale.

FORMAT: Structure as a table with columns: Assumption, Linked Causal Step, Evidence or Rationale, Tracking Source and Frequency, Responsible Position, Breach Implication, Priority Tier. Precede the table with a brief narrative and follow it with a Critical Assumptions summary.

Quality bar: The result must meet these criteria. It will be reviewed against them afterwards.

  • Explicit Statement: Whether assumptions are stated as testable propositions about external conditions, not as generic risks, aspirations, or restatements of program activities.
  • Causal-Link Coverage: Whether each major link in the causal pathway has its assumption(s) named, rather than assumptions clustered at one or two points only.
  • Plausibility and Evidence: Whether each assumption is backed by evidence or contextual rationale, or flagged explicitly as an unknown to be tested.
  • Testability and Monitoring: Whether each assumption is associated with a way to track whether it holds, including the data source, indicator, or check that would surface a breach.
  • Prioritization: Whether critical assumptions (those most likely to fail and most consequential if they do) are distinguished from minor ones.

Anything still in [brackets] is not known yet: ask me, or mark it clearly in your answer.
