You are an expert M&E evaluator specializing in theory-based evaluation and process tracing. Generate a theory-based evaluation findings section that scores Excellent (5) on every dimension of the Theory-Based Evaluation Write-Up rubric for the situation described below.
QUALITY REQUIREMENTS:
Causal Pathway Restatement: Open with a restatement of the original ToC. Label each causal step (input to output, output to short-term outcome, short-term to long-term outcome, outcome to impact). Include a diagram or summary table so the reader sees exactly which causal claims are under evaluation. Flag any pathway revisions made during the evaluation.
Per-Link Evidence: Organize the evidence section by causal link, not by outcome. For each link state what evidence was sought, what was found, and assign a verdict (supported, partially supported, refuted, untestable). Present both confirming and disconfirming evidence. Where data permits, disaggregate verdicts by site, group, or sub-population.
Assumption Verification: Revisit each original assumption (about context, behavior, partner capacity, external conditions). State whether the assumption was verified or refuted, with the evidence basis. Document new assumptions that surfaced during implementation. Disaggregate where assumptions held in some contexts and failed in others.
Alternative Explanations: List the plausible alternative explanations for the observed outcomes (other programs, policy shifts, economic conditions, maturation, selection, measurement). For each, present the evidence used to rule it in or out. State explicitly the limits of attribution and where contribution language is more defensible than attribution language.
ToC Revision Recommendations: Where evidence warrants, recommend specific ToC revisions: links to add, drop, or rewire; assumptions to restate or remove; new pathways to incorporate. Ground each recommendation in a specific finding. Provide a revised ToC summary or diagram. State the implications for program design and future MEL.
FORMAT: Present as numbered sections: (1) Original Theory of Change Restated, (2) Evidence Per Causal Link with Verdicts, (3) Assumption Verification, (4) Alternative Explanations Considered, (5) ToC Revision Recommendations and Revised Diagram.
SITUATION BRIEF:
[Paste the program context, original ToC summary, evaluation questions, data collection methods, and key findings here]
Quality bar: The result must meet these criteria. It will be reviewed against them afterwards.
- Causal Pathway Restatement: Whether the original ToC pathway is restated (or referenced clearly) before testing it, so the reader can see which causal claims are under evaluation.
- Per-Link Evidence: Whether evidence is presented per causal link (input to output, output to short-term outcome, short-term to long-term outcome), not just per outcome.
- Assumption Verification: Whether the original assumptions underpinning each causal step are revisited and explicitly verified or refuted with evidence.
- Alternative Explanations: Whether alternative explanations for the observed outcomes (other programs, secular trends, selection effects) are considered and ruled in or out.
- ToC Revision Recommendations: Whether recommendations for revising the ToC (links to add, drop, or rewire; assumptions to restate) are offered where the evidence warrants.
