Purpose and decisions

Define whose decisions the MEL system serves and when evidence will be needed.

Start with a real decision, its owner and timing. Keep only information that changes a decision or serves a clear accountability need.

More guidance and checks

Summarize the program boundary and intended users in the prose around this table. For each information need, name the choice it will inform, who makes it and the latest useful date. Adaptation needs a decision moment; accountability needs an identified audience and writer-confirmed obligation. Separate routine reporting from questions needing a study. Record unknown commitments as open items rather than adopting a presumed external requirement.

  • Does each priority information need have a named user and decision?
  • Will evidence be available before the decision date?
  • For adaptation, is the evidence timed to a choice the team can still change?
  • For accountability, is the audience and writer-confirmed reporting commitment clear?
  • Are uncertain obligations or decisions explicitly unresolved?
